In a large soup pot, heat the oil until it ripples. Add the sausage and cook over medium-high heat until the sausage is cooked through and crumbled.
Reduce the heat to medium. Add the onion, celery, carrots, garlic and red bell pepper. Stir and cook until the veggies start to soften, about 5 minutes.
Add the flour and stir to coat everything. Cook for a couple of minutes, stirring frequently.
Stir in the broth and cubed potatoes. Bring to a boil, then reduce to a simmer. Allow to simmer 15 minutes.
Reduce heat to low and stir in the heavy cream. Taste and add salt and pepper if needed. Serve with your favorite garnishes.
